General Government Policies

The Municipality shall accept installment payments or prepayments on tax accounts when requested by the ratepayer.
In order to accommodate ratepayers, we will accept post-dated cheques, and receipts wil be issed on the date indicated on the cheques.
The adminstrator is authorized to arrange payment schedules for any deliquent tax accounts.
When a property with tax arrears of less than 50% of the previous year's levy remaining, that property shall be removed from the tax enforcement advertising list.

Fee schedule and procedures for various office services:
     • Municipal Maps $15.00 + GST each
     • Assessment information / field sheets may be provided to owners free of charge
     • All others are charged $15.00 per field sheet
     • Fax service $0.50 per sheet coming and going
     • Photo Copying is $0.25 per copy ($0.10 per copy if they bring paper)
     • Tax Certificates are $10.00 each for up to 4 quarters on same owner
     • Tax Information, for mortgagors, is $10.00 per owner up to four quarters
     • Title searches will be conducted at cost for owners only
     • Disclosure of Property Tax and Assessment information will be by written request and at a cost as set out in Bylaw 1/2012 Fee for Service
    • Notary or Commissioner Services are provided at no charge during office hours

Land Sales Information

Individuals seeking information regarding land sales are to be referred to the land titles office with the exception of the Farm Debt Review Board who shall be charged the $3.00 fee for each transfer copy.

Pasture Lease Policy

Application Policy
The Rural Municipality of Hillsdale No. 440 will follow the Saskatchewan Agriculture and Food ‘Agricultural Crown Land Lease Policy’, effective December 1, 1996.
Lease Terms
The pasture lease fees are due and payable by December 31st and any lease in arrears may be terminated.
Seismic Operation
The lessee receives all compensation in regards to seismic operation on land owned by the
Rural Municipality of Hillsdale No. 440 and lands subleased through the municipality.
Oil & Gas Development
The lessee will receive the $200.00 initial drilling compensation per well head and $100.00 per year per well head to a maximum of one third of the annual lease fees.

Reserve Lands

It will be municipal policy not to do custom work on reserve lands located within the boundaries of the Municipality, until which time an agreement is signed.
The Rural Municipality of Hillsdale No. 440 has implemented the following oil and gas policy for all development on the lands which are in reserve status within the boundaries of the municipality. The said oil and gas company which is interested in drilling and/or developing interests on the reserve property will pay to the Rural Municipality of Hillsdale No. 440 $9,000.00 per year for road maintenance and road loss.
This $9,000.00 is based on a base amount of $5,000.00 road maintenance, which is similar to the amount for the agreement with 1578093 Alberta Ltd. for the hog barns which are located within the boundaries of the Municipality plus $4,000.00 for increased traffic involved in the oil and gas development and servicing of the industry. Within the $5,000.00 is an amount of $2,450.00 based on the haul for an average well within the Municipality. The difference is based on the fact that the municipality has an inability to deal with inflationary costs for an agreement of this type. (We believe that this is a one shot deal.)
We realize that this is higher than typical taxes for an oil/gas development within the Municipality.  However, we are dealing with the unknown and trends are showing that in the RM of Hillsdale No. 440 the number of oil and gas wells is decreasing but the production or amount of oil and water being hauled is increasing.
The Municipality will allow access to reserve lands for industrial development when said oil/gas company signs the Infrastructure Support Agreement.
